It's a glitch with the character encoding and one of the easier fixes is to just replace the wp-config file. If that doesn't work, check out wordpress.org...there's another batch of fixes there. Only it's not apostrophes for me, it's when I've done a double space between sentences - I get a capital A with a little thingy (can't remember what it's called) on top.
